David Russell - Senior Pastor
Pastor David was born at Andrews AFB and raised in a military family. He accepted Jesus Christ as his Lord and Savior at the age of twelve at Central Baptist Church in Washington, DC. Pastor David graduated from the University of Maryland, University College, with a degree in Business Management. He retired from the government with over 36 years of service. He was ordained into the ministry in 2000. He has served as a Youth Pastor and Associate Pastor for over 20 years. On June 9, 2024 he became Senior Pastor of FOCC. He is married to his wife Cielia, and they have one son, Nathaniel. The family resides in Prince George's County, MD. Pastor David enjoys spending time with his family, playing golf, watching the ocean waves, and supporting local sports teams. One of his favorite scripture's is Jeremiah 1:4-7.
Cielia Russell - Associate Pastor
Pastor Cielia was born and raised in Prince Georges County, Maryland. Cielia was active in children and youth ministries at Mt. Moriah Baptist Church, which inspired her adult ministry. She is committed to teaching the bible and providing spiritual support to families, women and she has a heart to see children and youth prosper in the things of God. Married to Pastor David Russell for over 25 years, they have a son Nathaniel. She enjoys nature walks, the Hallmark Channel and interior design shows. Her favorite scripture is Psalms 84:5-7, which highlights her journey of growing "strength to strength" in Christ Jesus.
Tom Logan - Associate Pastor
Tom Logan has served as the Associate Pastor of Faith Outreach Community Church for 25 years. He holds diplomas in Christian Apologetics from the International Institute of Christian Apologetics. The RZIM Academy and the Reasons Institute is certified to teach Bible prophecy by the School of Prophets Institute under Louisiana Baptist University. He has received certifications for Christian Counseling from the American Association of Christian Counselors. He graduated from South Carolina State College with a Bachelor's Degree in Business Administration in 1972 and holds a Master's Degrees in Accounting and Taxation from Long Island University. Tom Logan is a retired Senior Internal Revenue Agent who worked in New York City and Washington DC and currently resides in Clinton, MD with his wife Jan.
Maudie "Mimi" Thomas - Church Administrator
Born and raised in Washington, D.C., I have been shaped by my faith, supportive loved ones and a commitment to service. As a member of Faith Outreach Community Church since its founding, I value fostering connections, uplifting others and living by Christ's teachings. I enjoy volunteering, traveling, attending sporting events and exploring creative spaces like museums and concerts. My goal is to create an inclusive, growth-oriented environment for all. Thank you for allowing me to walk alongside you in faith. If you are new to our church or exploring our congregation, I look forward to the opportunity to meet you and share in service, worship and community together.
